Creating a language

Cambodia, in the eyes of the World Federation of the Deaf, is unique. There is no history of any naturally developed sign language for deaf people before 1996.  The WFD knows of no other country where this has happened, especially in a country that is a former colony of a European power.  Now sign language is developing slowly among a deaf population which is slowly coming together and becoming a community.
