A fleet of trucks waiting to receive the dirt removed from the road surface.  We're assuming that this is actually an official repair job.  It could be the city has sold the surface of the dirt street to someone who wants the dirt for another project.  The government here is currenlty selling off police stations, university buildings, hospital buildings, even a lake, to private developers.
